公共管理理论与公务员伦理关系问题探析

摘    要:新公共管理理论的个人主义理念将使自我利益、组织利益和效率在公务员的伦理决策中成为起支配作用的标准,新公共服务的平等主义理念则使利益相关者和个人的道德等标准成为关键的伦理标准,传统行政管理的层级制视组织原则和法规等为重要伦理标准。不同的公共管理理论与公务员的伦理决策或非伦理行为间是存在一定关系的,它们之间既有联系又不具有完全的相关性。三种行政管理理论之间并不是相对抗的,而是互补的。
