| 摘 要： | 群体性事件是社会运行中的负面因素聚积到一定量之后裂变的结果,具有"突发性"特质。防控群体性事件的基本维度是,在正确认知群体性事件的基础上,提高风险意识,"为之于未有,治之于未乱",在构建社会利益均衡与诉求机制,积极解决利益矛盾和冲突等方面多维发力,防止各种矛盾和冲突因子积聚而发生"基因突变"。

| Abstract: | The mass incidents have a ＂sudden＂ feature,and are results of the fission induced by the increasingly accumulated negative factors in the operation of society.The basic dimensions of mass incidents＇ prevention and control refer to correctly understanding the mass incidents,raising risk awareness by adopting preventive measures beforehand,establishing the mechanisms of interests balance and benefits claim,making multiple efforts to actively resolve interest contradictions and conflicts,and prevent the＂gene mutation＂caused by the accumulated conflicting factors. |
