信息网络化时代的政府管理创新

政府管理创新是一个时代的课题。随着信息网络化时代的到来和经济全球化速度的加快,在世界范围出现了公共管理创新的热潮。借鉴世界各国公共管理创新经验,结合我国政府管理的实际,政府管理创新主要体现在六个方面,即政府管理理念的创新,政府管理职能的创新,政府管理体制的创新,政府管理运行机制的创新,政府管理组织的创新(包括政府组织网络化、虚拟化、柔性化、智能化、民主化、扁平化、精简化)和政府管理手段的创新。

The Innovation of Government Administration in the Era of Information and Network

The innovation of government administration is a subject of the times. With the approaching of information and network times and the speeding up of economic globalization, there appears the fever of innovation in the management of public affairs. By drawing on the experience of the public affairs management in other countries in the world and by combining their experience with our government's management practice, we may sum up the innovations of our government administration from the following six aspects: the innovation in the concept of the government administration ; the innovation in the functions of the government administration; the innovation in the management system of the government administration; the innovation in the operation mechanism of the government administration; the innovation in the organizations of the government administration (including the network feature, suppositional feature, flexible feature, intellectual feature, democratic feature, flat feature and brief feature of government organizations); and the innovation in the method of the government administration.
