| 摘 要： | 2008年的冰雪灾害揭示，湖南省高速公路突发事件应急机制还存有很大缺陷，针对这些缺陷，我们应积极探寻其原由。在现有行政管理体制下，我们当务之急是建立健全高速公路突发事件联合应急机制，提高高速公路管理部门的联合应急处置能力，使湖南高速交警的交通管理水平再上新台阶。

| Abstract: | The snow disaster in 2008 reveals that defects exist in the emergency mechanism of highways in Hunan,and we should find out the reasons based on these defects.Under current administrative management system,what we should first do is to establish and improve the integrated emergency mechanism of highways,enhance the combined ability of dealing with emergency of the management departments of highways,and make the management level of Hunan highway police reach a higher stage. |
