摘    要:地方政府是地方公共利益的维护和实现者,地方政府常为谋取私利而背离地方公共利益,引发自利性行为。在房地产市场中地方政府以旧城改造为名,人为制造住房需求;片面追求高地价,谋取巨额地方财政收入;对房地产市场进行“托市”;地方政府直接介入房地产市场及部分行政人员的寻租、设租等自利性行为无疑都是影响房价非理性上涨的重要因素,导致了中央政府对房地产市场宏观调控的失灵,破坏了房地产市场运行规律,危及了地方政府存在的合法性,引发了居民家庭高负债。

Selfish Character of Local Government and Going up Irrationally of House Price

Abstract:Local government is implementor and vindicator of local public interest.Local government often deviates from local public interest for the interest of itself,leads the action of selfish character.In property market,local government makes artificial demand of house in the old city renovation,figures for the large amount financial revenue through high land prices,supports the property market artificially.Local government intervenes in property market directly and some administrative officers' rent-seeking activity and practice-seeking activity is the important factor leading going up irrationally of house price.These actions make failure of central government strategies of regulation and control,destroy the laws in property market,endanger the legitimacy of local government,initiated the high debt of the inhabitant families.
