行动者网络理论视角下基层智慧治理的逻辑与进路——以苏州市G区“住枫桥”App为例

社区作为基层社会治理的基本单位,是基层治理创新的重点场域,其治理成效事关民生福祉及社会的和谐稳定。从行动者网络理论看,基层智慧治理遵循问题呈现、网络组建、利益赋予、多元互动的行动逻辑,推动制度优势向治理效能转化。但同时,也存在权力与责任不匹配导致的权宜性治理、治理一体化与个体差异化张力导致的居民参与不足、技术应用数字鸿沟导致的老年群体被边缘化和技术平台公益性与运营部门营利性之间的冲突等治理限度。因此,要从深化基层行政管理体制改革、提高需求识别的精准度、提升行动者的技术应用能力等方面进行优化。

The Logic and Approach of Grass-Roots Governance From the Perspective of Actor Network Theory——Take the“Living in Fengqiao”App in G District of S City as an Example

As the basic unit of grassroots social governance,community is the focus of promoting grassroots governance innovation,and its governance effect is related to people’s livelihood and social harmony and stability.From the perspective of actor network theory,grass-roots smart governance follows the internal logic of problem presentation,network construction,benefit endowing and multiple interaction and reveals the mechanism of transformation from institutional advantages to governance effectiveness.There are also some governance limitations,such as expedient governance under the mismatch of power and responsibility,insufficient participation of residents due to the tension of governance integration and individual differentiation,marginalization of elderly groups due to the digital divide in technology application,and conflict between the public welfare of technology platform and the profitability of operation department.Therefore,it needs to deepen the reform of grass-roots administrative system,improve the accuracy of demand identification and improve the technology application ability of actors.
