| Abstract: | As an elastic way of administrative management, administrative act with riders is paid close attention increasingly. To bring its function into full play, we shall present necessary demands in such aspects as legality, rationality and necessity. Whether the riders are in line with the law or are not appropriate, the legal effect of administrative act shall be determined by the role that the riders playing in it. |
