| 摘 要： | 在水资源日益紧缺的客观形势下,我国需要建立市场机制的水资源有偿使用制度。水权制度是水资源有偿使用制度的前提和基础,而《水法》从法律上确立了水资源的有偿使用制度。在完善水资源费征收管理制度中,水资源价格是水资源配置市场化的基础和条件。水资源的开发利用要与生态环境保护相结合,做到节约用水和生态用水。

| Abstract: | In view of objective situation of increasing shortage of water resources,our country needs to build up reimbursable usage system on water resources under market mechanism.Water right system is the premise and foundations of reimbursable usage system on water resources,while law of water legally recognizes reimbursable usage system.In perfecting the collection and management system of water resources fee,water resources price is the foundation and condition of marketability of water resources allocation.To exploit and utilize water resources must make a point of environment protection,live up to economy and ecology. |
