| 摘 要： | 目前信赖保护原则在很多国家已作为一项基本原则加以规定,我国由于行政法起步晚,直到2004年施行的《行政许可法》才第一次以法律的形式对该原则进行了规定,然而其适用范围过窄,而且存在种种问题,因此对其进行完善就提上了日程。
