西安市节能降耗的对策研究

我国正处于工业化、城镇化进程加快的时期,能源消费强度较高,是世界第二大能源生产国,能源供需矛盾突出,环境压力日益增大。努力缓解资源不足的矛盾,不断改善生态环境,实现可持续发展,节能降耗已经成为十分紧迫的任务。西安应加快技术进步和能源结构调整,建立促进节能降耗的有效体制,正确认识节能降耗同经济增长的关系,树立又好又快发展理念。

Countermeasure Study on Energy Conservation and Consumption Reduction in Xi'an

China is in the period of accelerated industrialization and urbanization with a higher strength of energy consumption,and it is the world's second largest energy producer.It leads to a growing contradiction between supply and demand of energy,meanwhile the environmental pressures are growing faster and faster.In order to release the contradiction of the lack of resources,improve the ecological environment and realize sustainable development,energy saving has become a very urgent task.Xi'an should speed up technological progress and energy structure adjustment,and establish an effective system to promote energy saving,and understand correctly the relationship between economical growth and energy saving,establish a development concept which is either fast or efficient.
