摘 要: | Rosenbloom distinguished three approaches in public administration research according to different characteristics of administrative behavior under the American constitutional structure to explain the knowledge of public administration. However, this explanation has obvious limitations, neither can it reflect the diversity of American public administration research, nor can it mirror the increasing complexity of public administration research in today's world. As a alternative, we can differentiate public administration knowledge into organizational theory, political theory and social theory according to their view of government's nature. Organizational theory saw government as an organizational entity, political theory saw government as a political entity, while social theory saw government as a social entity. Today's public administration research should commit to the exploration of a social theory of public administration in the context of an ever socialized administrative world, both to better serve the practice and to perfect the knowledge map of public administration.
