治安防控社会化的思考——以资阳市为例

社会化是公安机关有效驾驭社会治安局势的客观要求。是加强和创新社会治理体制的重要内容。是提高核心战斗力、追求警务效能最大化的必然选择。资阳市公安局在治安防控走社会化道路上也找到了一些切入点，成效明显，但也面临的一些问题。其启示是：实现治安防控社会化的关键是改革创新现有的体制机制，强化顶层思维，抓住治安防控社会化工作政府性和市场性两个特征，建立起“党政主导、公安主动、部门联动、社会参与”的治安防控新格局。

Thinking of the Socialization in Prevention and Control of Public Security

The socialization is the objective requirement according to which the public security organs can effectively harness the social security situation, an important content in strengthening the system of social management and innovation, the inevitable choice to improve the core combat effectiveness and seeking the maximum policing efficiency. Ziyang Public Security Bureau found some breakthrough points and achieved effectively, but there are still some problems. The experiences are： to realize that the socialization of public security prevention and control is the key to reform the existing system and mechanism, to strengthen the top layer thinking, to hold up governmental and marketable characteristics, to set up a new public security prevention and control pattern with ＂party and government as leading, public security bureau as core, departments as linkage and social participation.
