| 摘 要： | 如何培育农村人力资本,是新农村建设中亟待研究解决的新课题。新农村建设的目标之一是要提高农民的收入,使农民生活富裕,而农民的低素质阻碍了农民收入的提高。对农村人力资本进行培育,有利于提升农民的就业能力。本文分析了人力资本对新农村建设的正向作用,剖析了我国农村人力资本的现状及对新农村建设产生的影响,特别分析了要对二代城市移民进行人力资本培育,包括改善家庭环境、教育环境和社会环境等方面。
