| 摘 要： | “新农村”建设需要农村法治的保驾护航,农村法治的关键和难点在于农村法治主体性问题。农村法治主体性包括农民的法律意识、法律知识和法律能力。农村法治主体缺位原因有文化观念、经济,社会因素。从近期看,农村法治主体建设应注重法治主体性建设的现实性、实效性、针对性。从长远看,农村法治主体性建设最终立基于农村的教育和经济。

| Abstract: | It is necessary to protect and guide the construction of new countryside by ruling-by-law in countryside whose key and difficulty is its subject nature including peasants' law consciousness and knowledge as well as law abilities.The lack of subject nature of ruling-by-law in countryside is caused by factors of culture concept,economy and society.In the near future,the emphasis of constructing subject of ruling-by-law in countryside should be put on its reality, actual effect and focalization;In the long term,it's ultimately based on the education and economy of rural areas. |
