中国地方政府对中韩建交的影响——以山东省的作用为例

随着中国改革开放进程的深入,地方分权和国际化两种力量不仅使得中国地方政府的地位和作用更加突出,也使它成为国际舞台上的一员。以山东省为代表的地方政府出于扩大与韩国双边贸易和吸引韩国投资的经济需要,极力向中央政府＂陈情＂和＂游说＂,从而为中韩两国关系的正常化发挥了积极的作用,推动了中韩建交的早日实现。以山东省在中韩建交中的作用为案例,可以看出改革开放以来地方政府在中国总体外交中开始扮演日益重要的角色。但是,如何在地方与中央的多重决策中既充分纳入地方合理的利益诉求,又维护中国这个单一制国家的中央权威,将是今后中国外交需要考虑的重要问题。

The Influence of Local Governments on the Establishment of Sino-South Korea Diplomatic Relation:Case Study of Shandong Province

With the deepening of China＇s reform and opening up,decentralization and internationalization have given prominence to the role China＇s local governments and made them be a member of international platform.Local governments representing by Shandong Province, out of the economic need of enlarging bilateral trade and drawing investment from RQK,tried very hard to lobby central government.Their eflfects play an active role of normalizing the relationship of China and ROK so as to advance the earlier realization of diplomatic relation of these two countries.Shandong Province＇s case shows that local governments are playing more and more important roles in China＇s general diplomacy since the Reform and Open up in 1978. In central-local governments process of making multi-fold policies,the reasonable interest request of local governments needs to be responded while central authority needs to be uphold.How to accommodate the two sides is an important problem facing China＇s future diplomacy.
