| 摘 要： | 环境行政合同制度的功能和我国政府环境行政管理方式的滞后,说明构建我国环境行政合同制度已有必要。环境行政合同制度在我国的初步发展和我国企业环境意识的提高,说明构建我国环境行政合同制度已经具有可行性。我国的环境行政合同制度主要包括环境行政合同的程序控制、主要内容、责任制度和救济制度等四个方面。

| Abstract: | The function of environment administrative contract system and our government environmental administration way lagging shows that constructing environmental administration contract system has become necessary.The preliminary development for environment administrative contract system and the improvement of environmental awareness for China's enterprises shows that constructing China's environmental contract system has been feasible.China's environmental administration contract system is mainly including four aspects of procedure control,main contents,the responsibility system and relief system. |
