我国社区治理研究中“脱节”现象的反思

我国社区治理的理论和实践研究层出不穷,但在社区治理研究和实践发展中存在着“脱节”现象,如何认识和解释此种现象成为社区治理研究中不可避免的问题。通过转型社会中我国社区治理研究现状分析,发现产生“脱节”问题的主要原因是:在社区治理理论和模式研究中存在“形式主义”风险;在社区治理实践中存在“合理无知”的公众参与现象;社区治理研究的时空适合性对实践存在着制约作用;社区治理研究的替代价值和存在价值的取向变化,以及社区治理研究的“理论实践”也影响“脱节”现象的产生。在此基础上进一步讨论了构建具有中国特色社区治理模式研究的可能,并对当前社区治理研究进行了反思与推进。

The Phenomenon of “Disconnection” in the Study of Community Governance in China

The study of the theory and practice of community governance in China emerges in endlessly,but there is a phenomenon of“disconnection”in the development of the research and practice of community gover?nance.How to understand and explain this phenomenon becomes an inevitable problem in the study of commu?nity governance.Through the analysis of the research status of community governance in the transitional society in China,it is found that the main reason for the problem of“disconnection”are:the existence of the risk of“formalism”in the theoretical study and model study of community governance;the existence of the phenome?non of“reasonable ignorance”of public participation in the practice of community governance;a restrictive ef?fect of the spatio-temporal suitability of the study of community governance on practice;the orientation change in substitution value and existence value in the study of community governance and the“theoretical practice”of the study of community governance that also affect the emergence of the phenomenon of“disconnection”.On this basis,this article further discusses the possibility of constructing the model study on community governance with Chinese characteristics,and reflects on and advances the current research on community governance.
