论政府行政业务流程重塑的实施途径

我国原有的政府业务和运行流程体系,形成于传统的工业、农业社会中,与信息时代发展的要求有很大差距。现阶段,我国电子政务建设的重中之重是政府行政业务流程的优化、重组。此外,还存在流程"整合"这一类型。笔者兹将三者概括为一,谓之"行政业务流程重塑"。本文从追溯行政业务流程重塑的渊源入手,分析、比较"一站式"电子服务的两种具体方案,揭示了"电子政务系统设计"、"政府实体组织变更"这两种流程重塑的实施途径。针对早期研究者过于夸大政府组织变更所占地位的论点,本文用逐层解剖和实例佐证的研究方法,着重论述了政府实体组织变更不是行政流程重塑的唯一途径,进而探讨了行政业务流程重塑的具体类型和原则性推进策略。
