| 摘 要： | 行政指导是一种十分有效的现代行政管理方式,由于它具有非权力性、非强制性及可协商性等特点,因而在现实中它表现出多方面的功能:形成公意的合法化功能、平衡协调功能、补充和替代功能、协商和吸收不满功能、引导和促进功能以及预防和抑制功能.这些功能互相补充、互相支持,为行政指导在实践中广泛适用奠定了内在基础.

| Abstract: | Administrative guidance is an effective measure of modern administration. With special features such as non - powerful-ness, non - compulsoriness, and negotiableness, it has multiple functions, including justifying the public opinion, keeping societal balance and harmony, supplying and substituting undeveloped norms, relieving complaints by negotiation, guiding and promoting the positive factors and preventing and controlling the negative factors. These functions complement and support each other, therefore laying an intrinsic foundation for administrative guidances wide application in practice. |
