北京应对群体性事件日趋组织化的思考与建议

近年来在北京市发生的群体性事件的组织化特点日趋明显。有必要畅通体制性渠道,通过吸纳"草根精英"进入信访代理员队伍、大力发展"网格内"基层自治组织、着重培育"维权型"社会组织等方式,将自发的社会维权运动引向以可控的组织形式表达诉求,破解群体性事件日趋组织化的难题。

Some Thoughts and Recommendations for Increasingly Organization for Beijing’s Response to Mass Incident

The characteristics of organization of Beijing’s mass incident have become increasingly obvious.Therefore,it is necessary to make the system channels smooth,to absorb grassroots-elite into the agent team related to the handling of petitioners’letters and visits,to develop vigorously grid grass-roots self-government organizations and to focus on fostering social organizations aiming at safeguarding rights in order to guide spontaneous rights safeguarding activities to a controlled organizational demands expression and to crack the problem of increasing organization of mass incident.
