Historical analysis of conflict and harmony in Weishan Lake region

Based on the historical carding of Weishan Lake region＇s conflict and harmony of more＇than 150 years, the article reflects that the state, the local government and the civil, around the regional order, displayed the relation which is the complex multilateral interaction in history, focusing in particular the special role of the local government in the regional order. In the majority period of conflict and harmony, the local government was neither an agent of the central government nor the speaker of the civil interests. He formed his own interests and the maximization of their own interests became his behavior＇s value orientation.
