新中国70年纪检监察机构的改革与发展

新中国成立70年来,我国纪检监察机构经历了从初创探索、先分后合,到“文革”时期遭到严重破坏,再从改革开放后全面恢复、不断完善,到党的十八大以来伴随新一轮纪检监察体制改革再造整合后,呈现职能更聚焦、纪法更衔接、监督更有效的全新面貌,成为全面从严治党、建设廉洁政治的重要政治保障。同时,纪检监察机构的职能配置和组织机构改革,也是构建党统一指挥、全面覆盖、权威高效的监督体系的核心,需要随着反腐败形势的不断变化再造新组织、拓展新职能、形成新合力。

Development of Discipline Inspection and Supervision Organizations in the 70 Years of New China and Their Reforms

The past seventy years since the founding of New China has witnessed the procedure of discipline inspection and supervision organizations going from their initial establishment,their separation and union,their severe damage during the period of“Cultural Revolution”,their wholesale recovery and perfection after the reform and opening-up,as well as the regeneration and integration in the new cycle of reform with the mechanism of discipline inspection and supervision for them to be better focused on their functions,better connected with the legal and disciplinary regulations,and more effective in their supervising capabilities.They are now guaranteeing from a political perspective for comprehensive and strict administration of the Party and for the construction of clean government.At the same time,the functional allocation and organizational structure reform of such institutions also lie at the center of building a supervising mechanism under the direction of the Party,covering all areas and authoritative as well as effective,which requires the regeneration of new organizations,production of new capabilities and the formation of new joint forces that vary with the situation of anticorruption.
