On the Historic Background for the Formation of Railway Police and Judicial Systems

The status of railways in China＇s state power systems before and after the founding of the P.R.C. makes it necessary to have a development and administration mode with a prominent political attribute and a distinctive military feature. China＇s judicial system had ever been presenting the characteristics of militarization, instrumentalization, and bureaucratization for a long time after its founding. This is the background in which the railway police and judicial systems formed, as well as the result of the inertial development of the former gov- erning philosophy. It is of great practical significance for an accurate understanding of the historical signifi- cance of the railway police and judicial systems as well as advancing the overall reform of our present judicial system, to clarify the historic background for the formation of the railway police and judicial systems.
