浅谈铁路治安防控体系的构成

建立铁路治安防控体系,要动员全社会力量、运用各种手段和措施来防控复杂的铁路治安问题。但对于作为铁路治安防控主体的全社会力量究竟包括哪些元素,作为铁路治安防控的客体,铁路治安问题主要表现在哪些方面,铁路治安防控最基本的措施又是什么,需要有明确的认识,否则会影响铁路治安防控系统模式的确立与铁路治安防控的实际操作。根据铁路公安机关近年来的实践,结合有关人员对铁路治安防控体系的探讨,本文试从铁路治安防控体系的主体、客体、措施等方面谈铁路治安防控体系的构成。

A Brief Talk on the Construction of Railway Guard and Defence System

In order to construct the railway guard and control system of public security,it calls for all kinds of measures from the whole society to deal with the complicated public security on railway.We need to be clear about some issues,such as: what the whole society,the main body of the system,includes;what's the manifestation of railway public security problems,the object of the system;what are the fundamental measures of railway guard and control,etc.Otherwise,it will prevent us form setting up and operating the system.According to the practice done by our railway police departments in the recent years and related people's discussion about the system,this paper tries to discuss about the construction of the system from the aspects of its main body,object and measures.
