大学生志愿服务西部计划的长效管理机制初探——以四川省“西部计划”为例

"西部计划"是国家引导高校毕业生服务西部地区经济社会发展、促进毕业生就业创业和培养青年人才的重要举措,自2003年至今8年的西部志愿者服务活动取得了巨大的成效,但也面临着宣传招募不完善、培训派遣不规范、激励保障缺乏等现实困境,以四川省"西部计划"的实施情况为例,调查分析其现有的体制、面临的问题及其原因,试从组织管理、人才培养、激励保障机制等方面探索"西部计划"长效管理机制。
