| Abstract: | To boost the economical and social development of undeveloped rural areas via science and technology,scientific and technological envoys should be sent,which is an important move to solve "agriculture,rural,and farmers".The paper probes the issues such as scientific and technological innovation,sustainable development theory,personnel investment theory and so on,with the aim for improvement. |
