风险社会中的谣言风险及对策

谣言盛行，每每催生或伴生突发性事件、群体性事件和恶性事件，是为风险社会中的谣言风险。在某种意义上，谣言成为风险社会的重要风险源。谣言具有"社群共享"性质和"非理性"的一面，但是谣言也反映着社会精神状态，是一种表面扭曲但是底层真实的民意表达。近年来，高风险的领域也正是谣言的多发地带，这一契合性体现出大众对风险的感知和不安情绪。风险社会的信息化、网络化、媒介化特点使谣言的传播形态有所改变，为公共治理设置了难度和挑战。"辟谣"只是应急机制，积极培养公众对于谣言的"理性的怀疑意识"，是长期而艰巨的任务。
