对农村社区警务建设的理性思考

社区警务是20世纪下半叶兴起于西方国家的一种新型警务模式,我国公安机关2002年开始在城市社区实施警务改革,已取得初步成效,而农村社区警务建设还处于起步阶段,今天的农村治安形势复杂,警力严重不足,社区警务改革面临着严峻的考验。本文从正反两方面分析农村治安的复杂形势,比较农村与城市不同的优、劣势,对农村社区警务建设提出初步的设想,对下一步亟待开展的工作提出建议。

Reflections on the Construction of Rural Community Police

Community police appeared in the late 20th century in western countries.Chinese public security organs began city community police reform in 2002 and have achieved primary success,but the reform of rural community police is faced with a severe test.The article analyzes the complicated situation of rural order,compares the advantages and disadvantages between rural and ur- ban areas and puts forward suggestions for rural community police construction.
