警察法视阈中的国家生态安全治理

生态安全观是国家总体安全观的重要组成部分。在我国警察实定法上,从多年来的警察立法实践中可以找到生态安全治理的清晰脉络。在警察法视阈中,参与生态安全治理是警察自身应有之义,是警察积极行政和协助诸般行政功能的重要体现。生态环境警察事权是央地共管事权,应以设立专门警察机关和省或市级以下垂直领导体制为基本思路,构建中国特色社会主义生态环境警察制度。
