易制毒化学品管制初探

易制毒化学品,又称制毒物品,是指用于非法生产或者合成麻醉药品和精神药品的化学物品。针对我国易制毒化学品犯罪的特点,近几年我国不断建立、健全了易制毒化学品有关法律、法规,形成了一整套严格的管理体系。在对易制毒化学品管制的过程中,应当树立信息主导理念,加强对易制毒化学品的动态监管;还应当强化企业自律,提高管理实效;健全管理机制,完善基础工作;充分利用社会对企业的监管作用,依靠社会引导易制毒化学品的合法运营;严格执法,加大对违法犯罪案件的查处力度;通过各项措施的有效实施,压缩易制毒化学品流入非法渠道的空间。

In the process against precursor chemicals, the information leading concept should be set up, and the dynamic super- vision of precursor chemicals should be strengthened ; enterprise self - discipline should also be strengthened to im- prove management efficiency;meanwhile, management mechanism and basic work should be improved; We need to make full use of social regulatory role of the enterprise to guide the legal operation of precursor chemicals, and strictly enforce laws as well as strengthen investigation and punishment on illegal criminal activity. Through the ef- fective implementation of the measures, the space for precursor chemicals getting into illegal channels will be com- pressed.
