略论我国反恐怖法中反恐侦查体系的构建

恐怖活动犯罪与普通刑事犯罪相比,在犯罪目的、犯罪对象、犯罪手段上均有其特殊性。普通刑事案件的侦查,以案件成功侦破为终结,而恐怖活动一旦实施,恐怖效应即已产生,有效防范制止恐怖活动犯罪必须将恐怖活动摧毁在行动之前,这也对涉恐案件侦查提出了特殊要求。为确保侦查机关依法侦查,在反恐怖法中有必要从时间节点、侦查手段、队伍建设、保障措施、工作体系等方面构建专门的反恐侦查体系。
