| 摘 要： | 政治目的性 ,手段、对象与目的的非对称性是恐怖主义犯罪的本质特征。国家也可以成为恐怖主义犯罪的主体。恐怖主义犯罪是基于政治目的 ,针对不特定的目标以与实现其目的不相称的手段实施的足以引起社会恐慌的侵害或破坏活动。

| Abstract: | The essential characteristics of terrorism exist in its political purposes as well as the non-commensuration of the resorts and criminal targets with the purposes. States can also be actors of terrorism. Terrorism is a political-purpose-based offensive or destructive act which aims at arbitrary targets, is achieved by inappropriate measures and which is enough to cause socially terror. |
