| 摘 要： | 行政补偿制度的建立具有深厚的法理基础，其法律价值体现在保护公民的宪法权利、实现公权力行使与私利益保障之间的有机平衡等方面。目前，我国在行政补偿制度方面尚存在不少问题，应当从明确行政补偿范围和方式等方面加以完善。

It should be perfected by clearing the range and way of the system. |
