关于公安机关基层基础建设的几点思考

抓好基层基础建设这个根基,对于做好新时期公安工作和促进公安事业长远发展具有重大的现实意义和历史影响。近年公安基层基础建设取得了可喜成效。但仍存在一些问题,主要是:公安机关机构设置不适应当前基层基础工作改革;基层派出所的勤务机制过于僵化;没有科学的资源优化配置;未从根本上认识警力不足的原因;盲目崇拜"经验政绩";急于推陈出新,忽视工作实效。应通过简化公安机关内设部门和机构层级;深化基层基础建设内涵的认识,重视软硬件建设;形成科学的激励机制,调动广大基层民警的工作积极性;转变管理观念,扭转认识误区;树立创新精神,改革派出所勤务机制;注重公关宣传,树立新时期警察形象等途径,推进公安机关基层基础建设。
