| 摘 要： | 从近年查处的腐败犯罪的情况来看,"一把手"占三分之一左右.预防"一把手"腐败犯罪,一是要建立和健全选拔机制,选拔高素质的人才担任"一把手";二是要建立和健全教育机制,在思想上筑牢防腐拒变的思想长城;三是要建立和健全办事制度,防止"一把手"专权和滥用权力;四是要建立和健全监督制度对"一把手"实行有效的监督.
