我省藏区维稳处突中的“四打”之深度解析

当前，我省藏区维稳处突工作面临的形势可谓总体平稳和表面风平浪静，实则暗流涌动，正处于敏感期、高危期、关键期。如何深刻理解“四打”（打得早、大得小、打得准、打得狠）之丰富内涵并正确运用，从而有效防范、及时发现、强化手段、精准打击各类暴力恐怖犯罪活动，净化藏区社会环境和执法环境，筑牢我省藏区维稳处突常态化管理根基。其作用日渐凸显。

Analysis on ＂Four Fights＂ in Handling Emergencies for the Safeguard Stabilitv in Tibetan Areas

At present, the situation to maintain stability and handle emergency in Sichuan Tibetan area is calm on surface but dark current under surface. In fact, it is the sensitive, high risk and critical period. The understanding of ＂Four fights＂ （to fight early, to fight small, to fight accurately and to fight hard） can ef- fectively prevent, timely detect, accurately crack down violent terrorists, purify social and the law enforce- ment environment in Tibetan area. We can build up a normalized management foundation for the stability maintaining and the handling emergency. The role of ＂Four Fights＂ is highlighted.
