规模化生产:我国现代农业发展的重要方向

党的十八届三中全会作出了加快发展规模化生产,推进农业现代化的战略部署。从我国发展规模化生产的必要性、重要性、紧迫性和可行性等四个方面来看,我国发展规模化生产是历史的必然,势在必行。我国发展规模化生产应采取以下对策和措施:1.土地流转;2.发展机械;3.规范程序;4.完善法规;5.培训人才;6.加强管理;7.重视科技;8.政策扶持;9.增大投入;10.增强合作。我国发展规模化生产,可能会带来以下几个问题:一是地力衰退问题;二是病虫草害问题;三是土地非农化问题;四是农民失业问题;五是两极分化问题。针对这些问题,作者提出了相应的防范对策和具体措施。

Large -scale Production：an Important Direction for the Development of Modern Agriculture in Our Country

It is explicitly prescribed in the Third Plenary Session of the Eighteenth Central Committee of the CPC that our country must accelerate the development of large - scale production and boost the modernization of agri- culture. From the four angles of necessity, importance, urgency and feasibility, developing large - scale produc- tion in our country is an inevitable trend and must be enforced without hesitation. To develop large - scale pro- duction in our country, we should take the following measures ： （ 1 ） land circulation ; （2） developing machinery; （ 3 ） normalizing procedures ; （ 4 ） perfecting legislation ; （ 5 ） training talents ; （ 6 ） strengthening management; （7） emphasizing science and technology ; （ 8 ） policy support; （9） increasing investment ; and （ 10 ） enhancing cooperation. In developing large - scale production in our country, the following problems might be caused ： （ 1 ） land degradation ; （2） disease, pest and weed; （3） land use for non - agricultural problems ; （4） peasant unem- ployment;and （5） income polarization. Aimed at these possible problems, the author brings forward some pre- ventive suggestions and specific measures.
