我国基层维稳的理性化运行：语境、问题及路径选择

对基层官员维稳问责力度的不断强化与民众日益凸显的利益诉求的双重交织,导致基层维稳运行朝着非理性的方向发展。我国基层维稳运行面临着运行成本高昂化、运行行为暴戾化及运行目标短期化困境。建构我国基层维稳运行机制理性化的有效路径,首先需要改变目前基层政府直管的维稳模式,通过建立小政府的维稳模式实现维稳运行成本的理性化;其次改变基层维稳中的压力型模式,形成有效的激励型维稳运行机制,以此实现维稳运行行为的理性化;最后将基层维稳目标从静态稳定转变为动态稳定,以此实现维稳运行目标的理性化。

The Rational Operation of Basic-level Stability Maintaining in Our Country: Context, Problems and Path Selection

The dual interweaving of increasing stability-maintaining responsibility on basic-level officers and the outstanding interest appeals of the people has led to an irrational trend in the basic-level stability maintaining.The operation of basic-level stability maintaining of our country is facing problems such as high cost,rude behavior and dominance of short-term objectives.The effective paths to rationalize the basic-level stability maintaining mechanism of our country are to,firstly,change the operation model of maintaining stability directly by basic-level governments and realize the rationalization of stability maintaining cost by establishing the ＂small government＂ stability maintaining model;secondly,change the pressure model of basic-level stability maintaining and form an effective incentive model to realize the rationalization of stability maintaining behavior;and finally,transform the objective from static stability to dynamic stability,so as to realize the rationalization of the objective of stability maintaining.
