| 摘 要： | 实现依法治国,建立社会主义和谐社会,必须把实现依法行政作为重点,依法治国的关键是依法行政,而能否依法行政的关键又在于能否对其进行有效的监督。要实现依法行政,既要依靠行政机关的自我约束,更重要的是要通过各种途径和方法,加强对行政活动的监督控制。
