| 摘 要： | 近年来,随着被害人学术研究的发展,被害人权益保障已成为刑事政策的一项重要课题。我国被害人救助制度刚刚起步,很多方面都不健全。完善对被害人的精神损害赔偿,建立被害人救助基金,平复被害人与被告人的矛盾与仇恨,是一个比较重要的问题。

| Abstract: | In recent years ,with the development of academic research on victims, protection of victims＇ rights has become an important subject to criminal policy. The relief system of victims is still just getting started in China and it is not sound in many aspects. It is very important to improve the compensation for moral damage to the victim, es- tablish a victim assistance fund, and relieve the contradictions and hatred between victims and defendants. |
