关于我国建立人口优化发展大国策体系的思考

我国出生人口性别比失调已旷日持久,目前我国已进入人口风险发展阶段和风险社会。现行计划生育国策与男女平等国策存在着内在的冲突。允许一女户间隔几年可以生育第二孩,这是建筑在性别偏好甚至歧视基础上的政策定位,这促使市场经济条件下出生性别失衡问题愈演愈烈。不论性别,允许生育第二孩,政府就既真正站到了男女平等、性别公正的立场上,也使人口增长保持在社会持续发展需要的水平。

Reflections of Building a Grand National Policy System for Optimal Population Development in China

The sex ratio at birth has been off-balance for a long time.Currently,China has stepped into a stage of risky population development and into a risk society.There exist inherent conflicts between the policies of birth control and gender equality.The permission of a one-girl family to have a second child after an interval of several years is a policy orientation based on gender preference or even gender discrimination.This increasingly deteriorates the unbalance problem of sex ratio at birth under the conditions of market economy.Through permitting for a second child without reference to gender,the government can stand at a position of gender equality and justice while keep population growth at a degree that is sustainable for social development.
