论党的建设中参政党党内民主建设

在中国共产党领导的多党合作制度中，执政党发展党内民主，参政党也应当发展党内民主，这是多党合作制度整体发展完善的必然要求。同时，参政党与执政党的自身建设在许多方面存在着共同规律，参政党发展党内民主可以学习借鉴执政党发展党内民主的做法，也可以成为执政党发展党内民主的先行先试。在执政党提出以党内民主带动人民民主的背景下，如果参政党发展党内民主可以促进执政党党内民主的发展，也就是间接推动了人民民主的发展。

In the system of multiparty cooperation and political consultation under the leadership of the CPC, the governing party as well as the political party participating in government should develop the intra-party democracy, which is the inevitable request of the whole development and perfection of the multiparty cooperation system. At the same time, there exists much common law in the building of the governing party and the political party par- ticipating in government. The political party participating in government may develop intra-party democracy through learning the governing party, and it also may be the forerunner of the governing party＇ s intra-party democracy. Under the background of expanding intra-party democracy to develop people democracy, if the development of the intra-party democracy of the party participating in government party democracy of the governing party, which also may put governing party can put the development of the intraindirectly the development of the people democracy.
