| 摘 要： | 行政时效是行政程序法的一项基本制度,法律后果是行政时效制度的核心要素。现代行政时效的设计应当在行政主体和行政相对人之间有所差异化。研究和科学制定行政时效制度对于今后制定统一的《行政程序法》具有重要的意义。

| Abstract: | Administrative efficiency is a fundamental rule of the Administrative Procedure Law,as legislative consequence is the central element of it. Modern administrative design should bediffered between the main body and the administrators. To research and set a scientific adminis-trative efficiency system would be a great meaningfulness for the legislation of a unified Admin-istrative Procedure Law. |
