工业园区废物交换制度初探

改革开放以来,我国建立了很多经济特区和经济技术开发区。二十年多来的实践证明,利用外资、引进技术确实推动了我国经济的迅速发展,但同时也产生了许多环境问题,特别是废物问题成了当今世界的严峻问题,对废物的处理和利用已日益成为环境科学亟待解决的问题之一,受到各国的重视。如何将这些废物资源化,一个较好的途径就是利用循环经济理论,在企业之间进行废物交换,建设生态工业园区。
