“一带一路”境外合作区高质量发展:理念、实践与实现路径

“一带一路”倡议已进入向高质量发展转变的新阶段。2015年国务院颁发《国务院关于推进国际产能和装备制造合作的指导意见》,2016年商务部颁发《支持境外合作区发展的意见》,有力推动了中国境外合作区发展并逐步成为中国与沿线国家“一带一路”产能合作的主要实现形式。境外合作区发展能否实现向高质量发展转变,是高质量共建“一带一路”的重要基础。本文系统分析境外合作区建设进展、成果与问题,提出境外合作区高质量发展的实现路径及建议。

The High-quality Development of Overseas Cooperation Zones along the Belt and Road:Concept,Practice,and Paths

The Belt and Road initiative has been implemented for seven years since it was proposed in 2013,and it has now entered a new stage of transition to high-quality cooperation.In 2015,the State Council issued the State Council Guidance on Promoting International Cooperation in Production Capacity and Equipment Manufacturing.In 2016,the Ministry of Commerce issued the Opinions on Supporting the Development of Overseas Cooperation Zones,which strongly promoted the development of China's overseas cooperation zones,and gradually became the main realization form of capacity cooperation between China and countries along the Belt and Road.It is an important condition for high-quality joint construction of the Belt and Road whether the overseas cooperation zones realize high-quality development.This article offers a review of the domestic and international park theories and a systematic analysis of the progress,achievements and problems of the construction of overseas cooperation zones from the perspective of high-quality development,and proposes possible paths and suggestions on realizing high-quality development for overseas cooperation zones.
