柳州市涉法涉诉信访工作改革对策研究

近年来,涉法涉诉信访问题突出,广西柳州市涉法涉诉案件也呈现出量大、化解难、缠访、闹访、重复访等特点。主要原因是公安机关执法规范化建设、打击犯罪的成效与群众的期盼有一定的差距,以及信访主体的认识偏差及公安信访工作的态度等问题。应不断健全信访工作长效机制,严格落实信访维稳责任,突出源头治理,预防和减少信访问题发生,推动公安信访工作探索与创新,以引导涉法涉诉信访问题在法治轨道内妥善解决。

Research on Strategies for Law or Suit-involving Letters and Calls Reform in Liuzhou

The prominent problems in law or suit-involving letters and calls gives rise to large numbers of vexatious and intractable law or suit-involving cases in Liuzhou, which are attributed to the certain gap between law enforcement construction, results of crime fighting and the public expectation, the petition subjects awareness deviation and the public security officers attitude towards letters and calls. Consequently, efforts should be made to establish a long-acting mechanism for letters and Calls, strictly practice responsibility for the stability of letters and calls, prevent and reduce problems in letters and calls, promote exploration and innovation of letters and calls with the view to finding appropriate solutions to the problems in letters and calls on the ruleof law track.
