关于中国的外交战略与国际秩序理论

本文主要论述外交决策理论的内涵、冷战后亟待解决的国际秩序论和中国应该选择和平发展安全合作的外交战略。文章认为,外交决策理论应回答世界格局、世界主要矛盾、国家定位与国家核心利益等问题。冷战后世界向多极化的发展趋势没有改变。冷战后世界两大主题没有变,但和平与发展的内容发生改变,主要表现为南北关系问题。中国的周边环境既有机遇,也有挑战。中国的国家定位应为亚太地区发展中国家。全面建设小康社会和台湾问题都属中国的核心利益。当前应建设中国关于国际秩序的理论和中国外交战略理论。中国的外交战略宜提出“和平、安全、发展、合作”为好。

China's Diplomatic Strategy and International Relations Theory

This thesis comprises three arguments. The first is the rammifications of foreign policy making theory. The second is the controversy over current international order after the Cold War, which is a pending problem for the international community to find an answer. The last is the conclusion that China should adopt the diplomatic strategy of peace, development and cooperation.
