论我国在多边外交活动中的国际公共关系策略

改革开放以来,我国越来越全面地融入国际社会,多边外交已经成为我国对外交往的重要舞台。本文试图从国际公共关系的视角,探讨提升我国多边外交成效的应有策略。本文认为,在确立清晰的国际公关战略目标及相应的协调机构之余,我国还必须强化在多边外交活动中对国际事务和本国立场的论述能力,并恰当地运用国际媒体进行有针对性的信息传播活动。同时,蓬勃发展的民间性的多边活动,与政府间多边外交活动相辅相成,是我国国际公共关系活动中不可或缺的重要组成部分,应更多地予以重视。

A Study On China's International Public Relations Strategies in Multilateral Diplomacy

Since the adoption of the reform and open-up policy in the late 1970s, China has been increasingly integrated into the international community, and multilateral diplomacy has become an important stage in its international relations. This paper attempts to approach China's multilateral diplomacy from the perspective of international public relations. After some conceptual explorations in the first part, the author goes on to discuss the international public relations strategies that can be employed to improve the overall efficacy of China's multilateral diplomacy. Such strategies include the formation of a new coordinating institution, the improvement in discursive competency, the proper usage of international media, and the more active involvement in international non-governmental organizations.
