中国对联合国的外交政策:1949-1971--以《人民日报》涉及联合国内容的文章为分析文本

通过对1949-1971年《人民日报》发表的2314篇有关联合国内容的文章进行文本分析,作者发现,“不满、谴责、批评”是这一时期中国对联合国外交的主要政策趋向。其中一个有趣的现象是,在朝鲜战争期间,中国虽然与联合国兵戎相见,但中国政府对联合国的批评是克制的、有限度的,甚至低于战前水平,此后,中国政府长期坚持对联合国的低限度批评政策。直到1959年,中国对联合国的批评度才迅速攀升,并一直保持到1969年,在其间的1966年、1967年,中国对联合国的批评度高达95.12%和92.45%。1971年中国政府对联合国的批评度下降到3.13%,达到23年的最低点。批评度的骤然下降表明,中国政府改变对联合国外交政策的进程是突变式的,而不是渐进性的,而突变动因就是1971年中华人民共和国政府恢复了在联合国的合法席位。

China's Foreign Policy towards the United Nations: 1949-1971--Text Analysis of the People's Daily Contents Concerning the UN

The dissertation,through analyzing 2314 articles concerning the UN released by the "People's Daily" during the period 1949-1971,finds that "dissatisfaction condemning,criticizing" was the major policy of China towards the UN.Among these,an interesting phenomenon is that during the Korean War,though China was involved in the military conflict with the United Nations,the criticism targeting the UN was restrained and limited,and was even lower than the level of prewar period.After this time,the Chinese Government insisted upon continuing this warm-criticism policy for a long period of time.Approaching 1959,criticism towards the UN increased rapidly and continued until 1969,rising to a maximum of 95(12%) and 92(45%) in 1966 and 1967.The criticism of the Chinese government toward the UN dropped to 3(13%) in 1971,the lowest level in 23 years.These figures indicate that the process of the changing foreign policy of the Chinese government towards the UN was a sudden one,not advancing gradually,and the reasons for this sudden change is that the People's Republic of China was to resume its lawful seat in the UN in 1971.
