中亚水资源合作开发及其前景--兼论上海合作组织的深化发展战略

水是人类赖以生存的特殊资源。水的问题在某种程度上已被一些国家视为一个日益突出的安全问题。而中亚地区的水利资源利用问题,特别是共同利用过境河流资源问题,已经成为威胁中亚区域稳定以及中亚各国实际安全的主要问题之一。文章阐述了中亚地区水资源的基本现状及安全的重要性,对中亚水资源危机的成因进行分析,并深入探讨了上海合作组织框架下中亚各国在水资源合作问题上的可能性与合作方式,并对合作前景以及可能面临的挑战做了展望。文章还在最后指出,加强中亚深层次合作研究以及对上海合作组织自身深化发展方面的研究是当务之急。

Cooperation and Prospective of Water Resources in Central Asia--The Strategy of SCO Evolution

Water is an essential resource for human daily lives, which means that when there is no water there will be no human beings. To some extent that water has been treated as a security issue in some countries. One of the crucial issues is that how to develop the water resource in central Asia and especially how to cooperate with the frontier rivers. This paper addresses the value of the cooperation and analyse the reason of the crisis of Central Asian cooperation in sharing the water resources. Finally the paper predicts the importance of SCO evolution and the research of its developing strategy.
